The Failure of the 28-Clause Ceasefire Plan for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the diplomatic emergency triggered by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Moscow made its retaliation: a renewed assault of aerial bombardment on Kyiv.

The Rhythm of Diplomacy and Destruction

The chain of opposing developments captured the grim essence of the recent timeframe. By day, diplomatic battles are waged: hopeful statements are delivered from multiple capitals. Considerable effort is expended on restraining specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from enemy soil, a capacity afforded by timely intelligence. From observation points, military aircraft that had been dispatched to engage hostile cruise missiles flew past – sophisticated military planes delivered to Ukraine by European allies.

Moments later, Kyiv's anti-aircraft weapons engaged: multiple launches targeted at a hostile projectile. This was a sophisticated defense system at work, presumably provided by partner states. Every launch jolts you unexpectedly, causing tremors. The brief panic quickly becomes grim resignation: maybe the hostile projectile won't cause damage this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Not long after, a automatic firearm engaged a unmanned aircraft in the vicinity, part of a defensive team – probably Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its objective.

Periodically, this persisted until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and utility failures in numerous residences as a result of the nocturnal offensive. As customarily, everyone still went about their day – living the war. But those entire period illustrated Ukraine's vital need on international aid – a dependence that European nations are clearly incapable to replace in the short term.

Unsuccessful Negotiations

The comprehensive proposal from US administration provoked deep reactions, controversy and profound anxiety – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with allied governments, effectively counters. They contain the crisis but never actually win the battle. This pattern will, certainly, endure.

Tactical Assessments

It is tempting to accuse specific actors of repeatedly advocating Russian terms. But that does not seem to be the whole story. Washington operates on a assumption well known to international relations experts: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration presumes that it is unrealistic to force Russia to abandon the territory that it already controls in Ukraine's southern or eastern regions.

The issue is that while accepting these circumstances, American administration does nothing to deter Moscow, through words or deeds, from thinking that the status quo will not shift further in its favour in the near future.

Opposing Positions

Therefore, the Kremlin is convinced that the clock favors them – that Ukraine and its partners are nearing depletion. Their incentive to agree to terms that does not give them the maximum possible gain is almost completely absent. There may be multiple initiatives to end hostilities, but they will continue as long as Russia's government remains completely certain in the result.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing civilians and areas but preventing a complete military breakdown until situations evolve in its benefit.

Present Conditions

Objectively, there are no genuine requirements for a truce. Now, individual motivations are becoming relevant: political desires to negotiate peace and secure international recognition, and Ukrainian leadership's double obstacles – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the flag against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be significantly challenging after current events, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to terminate the 28 points of the most recent proposal. Assertive and inconsistent approach of the matter by US administration, pushback by Ukraine and the other European countries, along with pacifying measures of negotiators, and finally, latest revelations, all did their job.

While new initiatives based on old ideas are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and reflect certain reluctance to modify developments, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's capability to repel nightly air assaults will, for the predictable period, mainly require ongoing international assistance.
